Seals Hits Kirk For Vote Against First-Time Homeowner Tax Credit

Last week, Rep. Mark Kirk voted against an amendment to the House's homeowner protection bill -- the Foreclosure Prevention Act of 2008 -- offering first-time homeowners a tax credit of $7,500 to be paid back over 15 years.
