More movement in the congressional rankings.  Back in June, we noted that the Cook Political Report had moved IL-10 from "lean Republican" to "toss-up."  In late September, they switched it back to "lean Republican."  Now comes news that they've moved the race into the "toss-up" column once again. 

Cook writes: "All the signs of another big 'wave' election are apparent, and our
current outlook is a gain of 23 to 28 seats for House Democrats."  Archpundit has Cook's full 10th District analysis.
