Talking Points Memo is reporting that Sen. Dick Durbin is trying to get the General Assembly to deprive Gov. Blagojevich of the power to fill the vacant U.S. Senate seat:

Sen. Dick Durbin (D-IL) is calling on the Illinois legislature to immediately call a special election for the seat to deprive Blagojevich of the power to name Obama's successor.

Attorney General Lisa Madigan's office also told TPM that they're researching whether or not Blagojevich still has this power in the first place.

Lt. Gov Pat Quinn is scheduled to hold a press conference any minute now.

UPDATE: USA Today is reporting the same thing:

USA TODAY's Kathy Kiely reports that Sen. Richard Durbin, D-Ill., is calling on the state legislature to enact a law that allows voters to select Barack Obama's replacement in the U.S. Senate.

Here's the video:

UPDATE II (1 PM): During his presser, Quinn said he "urged the legislature to meet promptly and review the appointment power for the Senate seat."   More from Quinn via the Tribune:

Lt. Gov. Pat Quinn this afternoon suggested that Gov. Rod Blagojevich "step aside" from his office as the legal case against him goes forward.

"Not necessarily resign, but step aside," he said at a press conference.

The governor "knows what he needs to do," Quinn said. "I hope he does the appropriate thing for the people of Illinois."

He said Blagojevich clearly cannot carry out his duties. Quinn said he is "well prepared" to become governor.

UPDATE III (1:15 PM): Incoming Senate President John Cullerton tells Capitol Fax that he supports the special election idea as well.
