The governor's office isn't the only constitutional post up for grabs in Illinois next year. Here are a few updates from the Democratic primary contests for both comptroller and treasurer:
Wednesday afternoon, comptroller candidate Raja Krishnamoorthi released what he's describing a "three-point pay-for-performance salary plan" for state government. How would it work? First, the salaries of legislators, executive officials, and judges -- along with their staffs -- would be posted online in a "user-friendly" central government site. Then he would push for a bill prohibiting automatic cost of living adjustments and salary increase in any year where the state government did not balance its budget. From a press release:
"Across our state and nation today, millions of families are struggling with the economic impact of the Great Recession," Krishnamoorthi said. "It's time for public officials to acknowledge the pain these families face by reining in their own endless appetite for pay raises and cost-of-living adjustments."
Transparency is high on Krishnamoorthi's priority list. On Monday, he told the Tribune that he would also post awarded contracts in a searchable online database.
In the same Trib story, fellow comptroller candidate and state representative David Miller said if elected, he would create incentives for health care providers to treat residents in under-served communities. That includes prompt state payments for coverage under Medicaid. "We need to wean off of deferring Medicaid payments," he said, "and create a predictable payment cycle." Miller also recently garnered the endorsement of AFSCME Council 31 while Krishnamoorthi was backed by the Illinois State Council of Machinists and Aerospace Workers.
In the race for Treasurer, Robin Kelly has been consolidating institutional support, rolling out endorsements from the Illinois AFL- CIO, AFSCME Council 31, and Emily's List. The latter organization called her "clearly the best candidate." From a statement:
“EMILY’s List is proud to endorse Robin Kelly for Illinois State Treasurer,” said Ellen R. Malcolm, President of EMILY’s List. “As a State Representative, she sponsored landmark legislation to protect victims of domestic violence and has worked to prevent consumer fraud and predatory lending. As a top aide in the Office of the State Treasurer, Robin has hands-on experience managing Illinois’s finances and looking out for families across the state. Robin is clearly the best candidate for State Treasurer and we are thrilled to support her campaign.”
Two weekends ago, the SEIU Illinois State Council (which sponsors this website) also endorsed Kelly and Miller in their respective races
In other news, treasurer candidate Justin Oberman unveiled his platform for bringing more private investment to Illinois. He listed the three key elements in a press release Wednesday:
-- Using Treasurer’s office programs to support business growth through direct investments, linked deposits, and subsidized interest rates.
-- Restoring ethics and integrity in state government, which began last month with Oberman’s self-imposed campaign finance restrictions that significantly strengthened current rules in place for the Treasurer’s office.--
-- Contributing substantive recommendations to the state’s overall fiscal crisis, including the recent downgrading of state bonds, by making substantive go-forward recommendations.
Oberman also noted that he would funnel revenue from any new state deposits into "green technologies, alternative energy, transportation and manufacturing across Illinois."
