Illinois Republicans Divided On Debt Deal; Kirk Points Fingers (VIDEO)

Last night, Illinois legislators joined their counterparts in the House to vote on the debt ceiling deal, which calls for cutting at least $2.1 trillion in spending over the next decade. The bill passed the House 269 to 161 and Illinois House members voted in a split fashion.

Meanwhile, Republican U.S. Sen. Mark Kirk took to Fox yesterday to blame unfunded wars for the nation's current debt crisis -- except for the ones he supported.

Shimkus Can't Resist Jabbing Global Warming

Republican U.S. Rep. John Shimkus, who represents Illinois' 19th congressional district, called into to the Don Wade and Roma show, and couldn't resist getting in a little jab at global warming. The reason? It was snowing in southern Illinois. "Global warming, watch out!" the congressman says. Listen to the clip here.

This morning's comments are the latest in Shimkus' denial of the reality of climate change. "The earth will end only when God declares its time to be over. Man will not destroy this earth. This earth will not be destroyed by a flood" he asserted at a House Subcommittee on Energy and Environment hearing in 2009. In February 2010, Shimkus saw proof climate change was a hoax in the sight of people "ice-fishing on ponds in Southern Illinois." Never mind the difference between climate and weather.

Shimkus has a lot of company these days in Congress. Despite the overwhelming scientific consensus that human activity is driving climate change, it's de riguer for Washington Republicans to reject any such link. Think Progress calculates that 128 out the 242 members of the House GOP caucus (or 53 percent) have publicly questioned the science behind climate change, while 35 out of 47 Republican members of the Senate have done so.

If Republicans fight to repeal health care reform, they'll take down with it a new insurance plan that's protecting Illinoisans with preexisting conditions from medical bankruptcy.

Roskam, Shimkus, And Manzullo Join The Repeal Brigade

Remember when Rep. John Shimkus vowed last summer that the GOP would be the "party of no" until Election Day 2010?  Well, he's certainly doing his part. 

On June 29, he and fellow Illinois Republicans Peter Roskam and Don Manzullo signed on to a so-called "discharge petition" in support of legislation that would repeal the Democrats' landmark health care reform bill.  As we previously reported, Rep. Judy Biggert was the first member of Congress from this state to attach her name, following the lead of extreme-right-wing Reps. Michele Bachmann (R-MN) and Steve King (R-IA).

Meanwhile, Lynn Sweet is reporting that Rep. Mark Kirk continues to "tiptoe" around the issue (after declaring that the bill should be repealed earlier this year).

Bagwell On Shimkus And Health Care

Last week, 19th congressional district Democratic challenger Tim Bagwell officially launched his general election campaign against GOP Rep. John Shimkus in Springfield. The State Journal-Register was in attendance and noted his fiery rhetoric:

"[Shimkus] has stood with that radical faction within his party that would take programs supported by (Mitt) Romney and (Bill) Frist and paint them as socialist and communist,” Bagwell said. ... "He’s left with no ideas, bills, plans or programs left to offer his constituents. ... With the help of his radical off-beat and out-of-touch allies, Mr. Shimkus has helped create the party of no - the party of no new ideas."

The blog Philosophe Forum -- based in the 19th District -- supplemented SJ-R's brief article with a more substantive excerpt from Bagwell's speech pertaining to health care.  Here's a taste:

The risk model of the insurance industry assesses the risks to their financial portfolios. That risk model does not assess the risk borne by consumers, courts, charity care providers, emergency care facilities, local governments, state governments and ultimately the risk to the nation.

Shimkus Sticks With "$2 Billion" Medicaid Lie

Here is GOP Rep. John Shimkus on WJPF Radio this morning once again repeating the false claim that the Medicaid expansion included in the Democrats health care reform package will create $2 billion "in additional new costs" for the state of Illinois:

As we've noted repeatedly -- and as the Tribune's Judith Graham pointed out yesterday -- the federal government will pick up the full tab for the expansion in 2014, 2015, 2016.  In 2017, Illinois will have to cover 5 percent of the cost, followed by 6 percent in 2018 and 7 percent in 2019.  Assuming the state adds about 500,000 additional residents to the Medicaid rolls, this will amount to about $469 million in additional state spending over those six years.

Shimkus The Latest To Repeat "$2 Billion" Medicaid Claim

Testifying before the U.S. House Rules Committee this afternoon, GOP Rep. John Shimkus became the latest Illinois Republican to push the misleading claim that the Medicaid expansion in the Democrats' health care reform bill will ultimately cost Illinois $2 billion between 2014 and 2019.  "This bill expands more people into Medicaid, which will add $2 billion in additional costs for Illinois," he said today.  Watch it:

But as we've noted, while the $2 billion figure is accurate when referring to the Senate bill approved last year, it ignores that the Democrats intend to soon pass an amendment (via reconciliation) that greatly lowers the financial burden on individual states.  By our count, with that amendment included, the total cost to Illinois of expanding Medicaid to 500,000 additional residents between 2014 and 2019 would be more in the ballpark of $700 million.
