The Chicago City Council passed 41-7 today Mayor Rahm Emanuel’s controversial “Infrastructure Trust” public-private partnership, arguably Emanuel’s most significant proposal in his one year as mayor.

Chicago Aldermen Propose Infrastructure Trust Changes

Six Chicago City Council aldermen will suggest a number of changes to Mayor Rahm Emanuel’s proposed Infrastructure Trust public-private partnership at tomorrow’s city council meeting, where city lawmakers are expected to vote on the controversial Trust.

Driving the changes is the notion that Emanuel’s Infrastructure Trust – where the city uses private investors to fund public infrastructure projects – concentrates too much unchecked power in the hands of the mayor and a five-member Infrastructure Trust board.

“We are not opposed to the Trust in principle,” says Ald. John Arena (45th), one of the amendment authors. “We want clear, enforceable oversight built into the ordinance.” Read more »

Emanuel Infrastructure Trust Vote Postponed, But Opponents Not Celebrating

Ald. Edward Burke (14th), chairman of the Chicago City Council Finance Committee, deferred a full City Council vote today on Mayor Rahm Emanuel’s Infrastructure Trust public-private partnership plan, arguably the most consequential and controversial proposal of Emanuel’s brief time as mayor thus far. Burke delayed the vote amid speculation that Trust opponents might use a parliamentary maneuver to table the measure.

However, the City Council is anticipated to hold a special session next Tuesday, April 24 to vote on the measure, much to the chagrin of ordinance opponent Ald. Scott Waguespack (32nd). Read more »

Finance Committee Scrutinizes, Then Passes, Emanuel's Infrastructure Trust

Chicago aldermen spent five hours raising questions that went unanswered about Mayor Rahm Emanuel’s “Infrastructure Trust” ordinance, particularly whether it would benefit investors on the backs of taxpayers. Nonetheless, the Finance Committee passed the ordinance with a divided 11-7 vote.

Chicagoans Declare City Hall, CBOT As Crime Scenes (VIDEO)

Community organizations declared city hall a crime scene this morning due to proposed cuts to basic city services in Mayor Rahm Emanuel’s budget proposal. The mayor's suggested cuts come while he is simultaneously advocating for tax breaks for profitable corporations. In Emanuel’s current version of the budget, just 20 percent of the tax increment financing (TIF) surplus is directed at aiding the city's more than $600 million budget gap. Activists and aldermen would like to see at least 50 percent of the $300 million surplus added to this year's budget as a way to avoid cuts to critical services.

“Corporate Chicago continues to have access to hundreds of millions of dollars of our tax dollars,” said Beniamino Capellupo, an organizer with Grassroots Collaborative who dressed up as Sherlock Holmes to investigate the crime scene. “The mayor and our alderman still have the chance to do the right thing by working families in Chicago and declare greater a TIF surplus so that our tax dollars keep our mental health clinics open, our schools vibrant and our libraries available.”
