DePaul Arena Project A 'Monstrosity,' TIF Panelists Say

Chicago's Tax Increment Financing (TIF) Program is intended to take property taxes today for investments that will produce more property taxes in the future, the Chicago Reader's Ben Joravsky said at a TIF forum Tuesday night.

"I have no problem with the TIF program in the essence, but we don’t live in the essence. We live in Chicago, Illinois," said Joravsky, a panelist at the packed TIF Illumination Project's town hall meeting for the 50th Ward.

Joravsky said the city's TIF program has become "deranged" and blasted Mayor Rahm Emanuel's recent plan to kick in $55 million in TIF funds for a new DePaul University basketball arena near McCormick Place.

The $55 million would be used to buy the current property now paying property taxes and essentially turn it into a tax-exempt property.

"It’s a complete reversal of what the whole TIF program is about,” Joravsky said at the forum, held at Devon Bank Tuesday night. Read more »

State's Attorney Draws Criticism For Allowing Concealed Carry In Madison County

Although Gov. Pat Quinn has been granted a 30-day extension to consider a bill that would legalize concealed carry in the state, one state’s attorney has decided to no longer prosecute Illinoisans caught carrying a firearm in public, effective "immediately."

“It serves no just purpose to continue to deny responsible, law-abiding citizens their constitutional right to bear arms,” Madison County State’s Attorney Thomas Gibbons said in a statement.

Illinois Ranked A National Leader In Clean Technology Deployment

Illinois is “leading the charge” for clean technology deployment in the country, according to a new report from Clean Edge, a research and advisory firm dedicated to energy efficient and environmentally friendly industries, policies and applications.

The firm’s inaugural U.S. Clean Tech Leadership Index report, released Tuesday, ranked Illinois’ clean-tech marketplace as 8th in the nation for strong policies that reduce the state’s environmental footprint.

“The clean-tech sector is the critical industry for economic leadership and economic development in the 21st century,” said Clint Wilder, senior editor of Clean Edge and co-author of the report. “If you want to plan for the future at all, it’s important to establish leadership and establish your state as one of the clean-tech hubs in the U.S., and I think Illinois has done a very good job of that.”

Parent Mentor Program Retains Funding, Hundreds Complete First Year Of Classroom Integration (VIDEO)

Nearly 500 participants in the statewide Parent Mentor Program “graduated” Tuesday morning, as they successfully completed at least one semester of assisting teachers and students in the classroom.

The event marks the first parent mentor graduation since the program expanded across Illinois last spring. From 28 schools last year, to 59 today, trained parents are incorporated into more than 400 classrooms statewide, from Moline to Aurora.

Attendees, numbering roughly 700, also celebrated the reallocation of a $1 million grant from the Illinois State Board of Education (ISBE).

The event was hosted at Charles Darwin Elementary School — which had 18 parents graduate — on Chicago’s Northwest Side in Logan Square.

“Many moms, especially immigrant moms like myself, they don’t know how to approach the school, but the Parent Mentor Program opens the doors of the school and they are more likely to bridge some of the barriers they might face in every day life,” said Leticia Barrera, 40, education organizer for the Logan Square Neighborhood Association (LSNA).
