Prescription Drug Limit Worries State Medicaid Advocates

The Smart Act that Gov. Pat Quinn signed into law this June contains 62 different ways that the state is supposed to save $1.6 billion each year on Medicaid, the federal-state health care program that cares for the poor, elderly and disabled. Some of these cost-saving items are more difficult to implement than others.

Illinois Protects Kids’ Health, But Poverty Numbers Grow

When it comes to providing for children, Illinois has taken some steps forward, but the state’s also taken a few steps back.

It’s a mixed picture according to the latest yearly report co-published by Voices for Illinois Children, a privately-funded children’s advocacy group.

Here’s where Illinois shines. The Kids Count data book for 2012 ranks Illinois among the top four states that provide health insurance coverage for children. Only four percent of Illinois children lack coverage, compared with eight percent nationwide.

State Budget Puts Children's Services In Limbo

The state budget passed by the Illinois General Assembly cuts many services for low-income children. For example, cuts in early childhood education could keep thousands of kids from getting a pre-kindergarten education.

Gov. Pat Quinn has yet to sign these cuts into law. The only budget legislation the governor has signed so far is a package of Medicaid bills that cuts the health care program and raises the cigarette tax. This gives social service providers hope that cuts will be averted, but also makes it confusing what money they will have to work with. Read more »

State Budget Deals A Blow To Struggling School Districts

In his annual budget address this February, Gov. Pat Quinn singled out education as an area that the state government is not cutting, despite his overall push toward fiscal austerity.

“I believe in the power of education to create opportunity in our society,” the governor said. “This is why I have maintained our basic investment in education, despite extremely hard times.”

But the budget the Illinois General Assembly sent the governor includes $857 million or 8.2 percent in state education budget cuts from fiscal year 2012 to fiscal year 2013, which begins July 1. The cuts will especially impact less wealthy school districts that cannot turn to local property tax revenue in lieu of reduced state money. Read more »

New Fiscal Policy Center Launched To Promote Children's Interests

While the interests of big business seem to be very much so on the radar of Springfield politicians, as evidenced by the passage of recent corporate tax break packages, the needs of children — and the impact of passed legislation and cuts on Illinois' youngest residents — may not always be as prevalent in political discussions as it should be. 

One state organization is hoping to change that with the unveiling of a new fiscal policy center aimed at promoting the interests of Illinois children while also detailing the impact of budget and tax policies on one of the Prarie State's most vulnerable populations.
