Despite an enormous backlog of unpaid bills, Illinois state tax refund checks are expected to be paid. For
those who sent out their taxes close to the April 15 deadline, however,
it might take some extra time for the refunds to hit mailboxes. The
Illinois Department of Revenue says it takes a substantial amount of
manpower to sift through hundreds of thousands of paper tax returns.
Because of the recession, six states have already made plans to delay their refunds.
