Add the Regional Transit Authority to the long list of agencies waiting for state reimbursements. So far this year, the RTA has borrowed nearly $260 million -- which will cost $5 million a year in interest -- to help the Chicago Transit Authority, Metra, and Pace make payroll and cover other bills.
