The Prairie State's infrastructure quality earned a D-plus, according to a scorecard released this week by the Illinois chapter of the American Society of Civil Engineers. The grade is based on strength in nine categories ranging from airplanes to drinking water quality. Even improvements outlined in the capital construction plan approved by lawmakers last year won't bring the state up to snuff, the engineering group reports.
