Illinois election officials will finish counting absentee and provisional ballots today, but they don't have to submit their reports to the State Board of Elections until February 23. State Sen. Kirk Dillard (R-Hinsdale) tells Crain's that he will not concede to GOP gubernatorial frontrunner Bill Brady until the "real numbers" are sent next week. "I want every vote tabulated," he said. "I want to make sure they're right."
