A federal judge has ruled that a $1,000 hike in Illinois' state lobbyist registration fee is too high. U.S. District Judge Joan Gottschall issued a preliminary injunction on the 2009 law, leaving room for the General Assembly to set a new rate. The case was brought before the court by the American Civil Liberties Union of Illinois, which argued that the law violates the constitutional right to freedom of speech.
