Like his counterpart in the House, Senate President John Cullerton (D-Chicago) said yesterday that any income tax increase must pass with bipartisan support. His chamber passed a tax reform bill along party lines last session, but it was not taken up in the House. Gov. Pat Quinn told reporters Friday that neither Cullerton or House Speaker Michael Madigan (D-Chicago) are acting as "cheerleaders" for the income tax increase Quinn (and experts) think is necessary to balance the state's budget.
