Three weeks ago, University of Illinois President Stanley Ikenberry said that his university system might raise tuition 9 percent next year if the state doesn't make good on the $487 million in late payments it owes. Today, Ikenberry revised his estimate, warning that incoming students might pay as much as 20 percent more. Currently, the school is draining its $800 million "rainy day" fund to keep operations in tact.
