The Cook County Board signed off on a agreement yesterday that could put put an end to the Duran consent decree, which requires federal oversight of Cook County jails. The oversight would be replaced, however, with another agreement that calls for some federal monitoring of the corrections department, the hospital at the jail, and mental health programs. Sheriff Tom Dart says the plan could get full federal approval within a few months.
