Following up testimony from the university officials yesterday, state schools Supt. Christopher Koch warned a Senate appropriations committee this morning that the budget proposal the Illinois State Board of Education is submitting for FY 2011 would require 13,000 school-related layoffs next year. That might be a conservative estimate, too; one-quarter of schools still have not submitted their expected revenue losses.
