Illinois House Democrats blocked a series of GOP-sponsored, welfare reforms in committee Thursday, including one authored by State Rep. Jim Sacia (R-Pecatonica) that would have required costly drug tests for adults receiving public assistance. "It's already illegal to be on drugs while on welfare," said Rep. Mary Flowers (D-Chicago). "[This proposal] is not solving the problem. We need to focus more on rehabilitation."
