The Illinois House approved legislation today that would put new restrictions on a controversial legislative scholarship program that lawmakers have, at times, handed out to relatives, cronies and political donors. However, the measure -- which is now headed to Gov. Pat Quinn's desk for approval -- includes several loopholes that could give the politically-connected an advantage in collecting the scholarships in the future.
