State Unveils "Put Illinois To Work" Program
Last month, we highlighted the fact that Illinois was poised to let $293 million in federal anti-poverty money slip through its fingers because state officials lacked the matching money required to fund a stimulus-backed Temporary Assistance for Needy Families (TANF) emergency program. Today, there's good news to report. Thanks to the dogged efforts of the new administration over in the Illinois Deaprtment of Human Services, a Put Illinois To Work program has been pieced together that will allow private employers to add nearly 10,000 people to their payrolls courtesy of TANF.
Under an agreement struck between Illinois and federal officials, the state will be able to count the time that participating Illinois employers spend supervising the new hires as an in-kind contribution that satisfies the 20 percent match requirement. In exchange, they'll be in line for up to $70 million worth of payroll costs. The next challenge, the Sargent Shriver Center on Poverty Law's Dan Lesser tells us, is linking the jobless with the jobs that will open up come April 1. There's reason to be optimistic that those positions could end up sticking around beyond the program's sunset date of September 30, as well. An emergency extension of the stimulus-backed program -- which will be a boon to small Illinois businesses -- has been worked into a jobs bill that's being entertained by the U.S. House. Stay tuned.
