Environmental Law and Policy Center Executive Director Howard Learner is hailing new federal fuel-efficiency standards -- which will require an average of 35.5 miles per gallon by 2016, up from the 25 miles per gallon currently -- as a win-win-win for Americans. According to Learner, more efficient vehicles will reduce the country's reliance on foreign oil, stimulate jobs, and reduce pollution.
