State Sen. Kwame Raoul (D-Chicago) blasted Gov. Pat Quinn for criticizing the Democrats' redistricting plan just hours before yesterday's House vote.  Raoul called the timing "unconscionable," adding that the Quinn "never offered any input" on the plan during the negotiations.
