Despite caucusing with House Democrats for three hours Friday before the lower chamber failed to reach consensus on multiple planks of a proposed state budget, Gov. Pat Quinn insisted Saturday that lawmakers are "pretty close" to passing a new spending plan. After pressing legislators on the issue for months, Quinn also seems prepared to sign a budget without an income tax increase. The current budget expires on June 30, but any bill would require a super-majority support if passed after May 31.
