The state has stopped taking applications for the "Put Illinois to Work" program, which provides major financial incentives for local employers to hire 18-21 year-olds or parents with children under 18 for entry-level jobs.  Since they announced the program in April, 60,000 people applied and 16,200 have so far been placed.
