Mary Robinson, Cook County's Shakman compliance administrator, will deliver a report this week to a federal judge overseeing the Shakman consent decree that argues some county employees still routinely hire patronage workers despite measured progress in other sectors of county government.
UPDATE (7/14): The full report, released this morning, shows that Cook County Board President Todd Stroger is using the county payroll to reward those who supported his failed re-election effort and punish those who did not.
