U.S. District Court Judge G. Patrick Murphy has ruled that all inmates have a constitutional right to a hearing before they can be held at Tamms Correctional Center, the state's lone supermax facility. Department of Corrections Director Michael Randle's ten-point reform plan for the facility included language authorizing a transfer review "whenever possible," which frustrated some criminal justice reformers. The decision may be appealed to the 7th U.S. Circuit Court of Appeals in Chicago.
