A new WGN/Tribune poll found that 52 percent of Chicago suburbanites want public transportation improvements to take priority over building more expressways -- a view long held by city residents.  Historically, 80 percent of federal transportation has gone towards roads, with only 20 percent being devoted to mass transit.  Meanwhile, Chicago was recently ranked the third most-congested metropolitan area in the U.S.
