Chicago Mayor Richard M. Daley said today he will "look carefully at using a portion" of the city's tax increment financing dollars to help balance next year's budget. The city currently faces a gap of some $650 million while other public agencies are similarly staring down tough budgets. Critics of the mayor's TIF program are drawing up legislation that would require unspent dollars in TIF districts to be returned to various taxing bodies.
