State officials have set a public hearing for September 8, during which the two finalists vying to manage the Illinois' lottery are expected to present their proposed plans for the system. The companies, the Camelot Group and the Northstar Lottery Group, are both foreign-owned firms. If the state follows through with the plan, it will be the first time that a state has allowed a private firm to handle its lottery system, which brings in annual sales of more than $2 billion in Illinois.
