The Illinois Commerce Commission slammed a proposal by Tenaska Inc. to build a $3.5-billion "clean coal" power plant in downstate Taylorville. Regulators estimated that electricity would cost roughly twice what wind or nuclear power costs to generate, which could force rate hikes for consumers in the long-run. If built, the facility would meet about 2.5 percent of the state’s power needs.
