Officials from Illinois and the Union Pacific Railroad are beginning to spend some of the federal dollars set aside to bring high-speed rail to the Midwest. Crews will begin upgrading a 15-mile stretch of track between Alton to just south of Springfield. The Chicago-to-St. Louis line will be completed by 2014.
