The Tribune reports that later today the Daley Administration will detail why it wants to issue up to $1 billion in bonds to finish the O'Hare Airport expansion project, which is only half finished. A major blockade to the expansion's completion is United and American airlines' refusal to pay for terminals that would be used primarily by other carriers.
