A groundbreaking ceremony commemorating the start of high-speed rail construction in Illinois took place in Alton earlier today. Gov. Pat Quinn and U.S. Senator Dick Durbin were on hand for the event. The $98 million project, funded by President Obama's stimulus bill, will improve speeds on a line connecting Chicago and St. Louis.
