UPDATE (7:30 a.m.): This morning, Gov. Quinn is still leading Bill Brady by 8,349 votes with 75 precincts left uncounted. Chicago and Cook County election officials said they don't expect to count absentee ballots until Thursday at the soonest; the Illinois Republican Party estimates that 30,000 are outstanding statewide.
Hours before the polls closed, Quinn got an assist from President Obama, who called up WVON-AM to praise the incumbent Democrat.
UPDATE 2 (10:51 a.m.): At a news conference in Bloomington this morning, Brady refused to concede, saying his campaign will wait until the election is certified by the state Board of Elections. "We're looking at a 30-day process," he added.
UPDATE 3 (2:42 p.m.): Quinn's lead is getting bigger. This afternoon, the Chicago Sun-Times updated its ballot counts to show that Quinn's lead had grown to 11,851 votes with 11,166 of the 11,209 precincts reporting.
