The union representing state workers, the American Federation of State, County, and Municipal Employees, has agreed to defer raises due to its members. Workers were set to receive a 4 percent pay increase on July 1, 2011. Under an agreement made with Gov. Pat Quinn, however, the union said it will receive a 2 percent raise on July 1, 2011 and defer the rest of the raise to Feb. 1, 2012. The deal is part of a promise to save the state $50 million in savings in exchange for a pledge from Quinn that he will not layoff state workers.
