The Illinois crime lab has a backlog of over 4,000 untested rape kits and aims to finish testing them by 2015. Under state law, all rape kits must be tested. Attorney General Lisa Madigan said, "This new requirement will finally force police and prosecutors to protect women and children throughout Illinois."
