State Senate President John Cullerton moved Wednesday to repeal the state law allowing for video gambling machines throughout the state to pay for the capital bill currently stalled in the courts. Eighty governments throughout the state, including Chicago's, refused to permit the machines. If the measure passes, the state would forego a $534 million cash flow to fund the $31 billion capital program. Cullerton has recently floated the idea of using a $1 per-pack tax on cigarettes to fund the capital bill.
