ComEd’s smart-grid proposal passed the state House on a vote of 67 to 47. The plan allows ComEd to install new modernize meters that the utility company says helps them identify outages and problems and lets consumers see how much power they are using. Attorney General Lisa Madigan and Gov. Pat Quinn have both opposed the bill because of the built-in rate hikes and lack of consumer protections.
