The O'Hare contract saga may not be over yet. This morning, the incumbent Chicago Aviation Partners (CAP) filed a lawsuit against the city of Chicago after losing the job to manage concessions in the airport's international terminal to newcomer Westfield Concession Management.
The suit seeks a preliminary injunction and that the Cook County Circuit Court demand the city to award the contract to the highest bidder. Aviation Commissioner Rosemarie Andolino said the bidding did not require that, but CAP's suit said the city changed the bidding terms under the radar.
The back-and-forth for this coveted contract started under Mayor Richard Daley, when CAP officials had ties to the then-mayor and held the job for decades. Westfield itself has many big-name lobbyists but is said to be the worst deal of the three standing bids.
