A Chicago Board of Elections spokesman told WBEZ that 400,000 voting Chicago citizens aren't registered to vote and that the city could set an all-time low for voter registration. Under 1.3 million Chicago residents are registered to vote.
"We still think there are a lot of people who - for whatever reason - are giving up on the system, or are turned off by it," Jim Allen, of the Chicago Board of Elections, told WBEZ.
Voters have until Tuesday to register for the March 20 primary elections.
