This past weekend, GOP gubernatorial nominee Bill Brady tried to appeal to minority voters in the Chicagoland area by voicing his support for "big box" stores. From the Tribune:
“This election is our time. It is our time to reach out, to reach beyond traditional Republican boundaries and borders, to reach out to independents and Democrats, to reach out to minorities—-blacks and Latinos—-and share the vision we have for the future of Illinois,” he said.
“Minorities are not, in this state, dependent on government jobs They’re looking for private-sector jobs,” said Brady, a real estate developer with other business interests. “They understand it’s private-sector principles that will bring big-box construction jobs, permanent jobs and affordable quality food to their communities.”
Expect to hear more from Brady about the need for more big-box stores -- particularly Wal-Marts -- over the coming months. After all, Brady launched his "jobs tour" last October at the site of the proposed Wal-Mart store on Chicago's South Side. And last May, he introduced a bill that sought to make it illegal for municipalities to pass regulations that only apply to large retailers. In a press conference announcing the bill, Brady falsely claimed that the 2006 living wage ordinance pushed by labor unions and grassroots organizations in Chicago "would have prohibited big-boxes from being built in their community." In fact, the ordinance in question -- which Mayor Daley ultimately vetoed -- would not have "prohibited" large retailers from setting up shop in Chicago. Rather, it would have required that they "pay their workers a minimum of $9.25 an hour plus $1.50 an hour in benefits beginning July 2007." While Wal-Mart refuses to comply with such regulations, numerous other big box retailers currently operating in the city pay their workers a decent wage. To give one example, during the big box fight in 2006, then-Lt. Gov. Pat Quinn commended Costco (which has two stores in Chicago) for their labor practices:
“By paying workers a decent wage, Costco has reduced turnover and training costs,” Quinn said. “That’s just good business practice, and it’s reflected in the bottom line. In the last quarter, Costco’s profits rose 12.3 percent. In May, Costco’s sales were up 10 percent over last year. That proves that a major retailer can pay a living wage to every worker and still prosper.” [...]

As Brady broaches the topic of big-box stores, he's likely to avoid the wage issue altogether. Indeed, while speaking to WGN Radio's Greg Jarrett last week, he told listeners that Chicago currently "prohibit[s]" the construction of big box facilities:
BRADY: Right now there is a prohibition on building Wal-Marts and Meijers and Targets in the City of Chicago.
In fact, there are new big boxes all over Chicago -- including ten Target stores! The difference is that they pay higher wages than Wal-Mart on average and therefore wouldn't have been seriously affected by the living wage ordinance.
It's no surprise that Brady wants to obscure the wage issue. After all, he has repeatedly opposed efforts to raise the minimum wage in Illinois, as the Quinn campaign recently pointed out:
Brady voted against increasing the minimum wage. Brady voted against a bill that raised the Illinois minimum wage from $5.15 per hour to $6.50 per hour. It also provided for annual cost-of-living adjustments to the minimum wage. The bill also allowed the Department of Labor to set a minimum wage rate for workers under 18 and did not cover any employees not covered under the federal minimum wage. Brady said the minimum wage should be controlled by “market-forces” and opposed increases in the minimum wage. “I think supply and demand in the marketplace determines the rate of minimum wage. I don't think governmental intrusion is as effective," said Brady. [Pantagraph, 1/23/03]
It's clear why Brady would want to avoid this part of his record as he reaches out to minority voters: While there is little local polling data on the issue, national surveys show that raising the minimum wage is broadly popular. Moreover, research demonstrates that increases in the minimum wage disproportionately benefit African-American and Latino women.
Maybe instead of building more Wal-Marts, Brady should focus his campaign on teaching people how to save money. I was just reading an article about Easysaver and I was surprised how easy is to save some money when it comes to shopping.

It seems that by "big-box" Bill is referring to Wal-Mart almost exclusively. I do find that some of the information in this article makes me a bit uncomfortable, mostly the fact that compared to Target &the other major "big-box" stores that Wal-Mart is guilty of paying their employees the bare minimum.
